Hide AdThe Public and Commercial Services union is warning of a series of walkouts across Scotland England and Wales.
The possible action centres on a row over pay, pensions and working conditions.
The PCS added that it would seek support from other unions about co-ordinated action.
Voting will start on 8 February and close on 4 March, raising the threat of pre-Easter stoppages.
